How to read it
The flash estimate is published about 30 days after the reference month using preliminary national data. It is typically revised ±0.1 percentage points in the final release. In 2026, flash estimates have been revised down three times (September, August, July) — reflecting an upward bias in preliminary national data from France and Italy. The flash is sufficient for market-moving purposes but should not be treated as final.
HICP →Services HICP at 3.9% is the component the ECB watches most closely. Services inflation is driven by wages — in the euro area, the largest services employers are hospitality, healthcare, and public services, where collective wage agreements often set prices. The ECB's own "negotiated wages" tracker is a key input to its policy deliberations. Services inflation above 3.5% makes it difficult for the ECB to justify sustained rate cuts, even when headline HICP is near or below 2%.
Services inflation →Energy HICP is running negative (−4.6% in September) because energy prices were very high in autumn 2023. This mathematically pulls headline HICP below core. These base effects will fade through Q1 2027, at which point headline HICP will likely rise above 2% again even if underlying inflation is stable. The ECB looks through base effects to core and services for its underlying inflation assessment.
