The Governing Council announces the decision on the three key ECB interest rates: deposit facility rate, main refinancing operations rate, and marginal lending facility rate. A 25bp cut to 2.50% deposit rate is the market base case.
A short press release summarising the decision rationale, current assessment of economic and inflation conditions, and the balance of risks. This is the primary document for interpreting the ECB's forward guidance.
ECB President Lagarde (or successor) holds a press conference at 14:45 CET to explain the decision and answer media questions. The press conference often provides more colour on the forward path than the formal statement.
How to read it
The most important sentence in the ECB statement is the forward guidance: what the Governing Council says it expects to do next. Watch for "the Governing Council will continue to follow a data-dependent approach" vs more specific language like "the Council expects further cuts if inflation continues on its current path." The former is non-committal; the latter gives a conditional signal. Our guide to central bank statements explains how to parse these phrases.
Forward guidance →The ECB targets 2% symmetrically — meaning it is equally concerned about inflation below target (1.7%) as above (2.3%). If the January statement explicitly describes current inflation as "materially below target" or signals concern about "downside risks to inflation," it is signalling a more dovish cut-cycle than the market baseline. Conversely, if it emphasises services persistence and "upside risks," the cutting cycle may be slower.
Inflation target →The Governing Council is a 26-member committee representing 20 euro area central banks plus the ECB board. Decisions that are not unanimous are revealed through press conference Q&A when Lagarde is asked about the vote. A mention of a "very large majority" or "broad consensus" signals meaningful dissent, which matters for future meeting probabilities.

The President delivers a prepared statement, followed by a Q&A session with journalists. The Q&A is often more informative about the forward path than the formal decision.
By mid-afternoon, the first wave of analyst notes and market repricing is largely complete. Watch 2-year Bund yields as the cleanest signal of how markets interpreted the forward guidance.
The ECB communications blackout (the "quiet period") begins 7 days before the meeting. The last speeches before blackout typically reveal Governing Council members' thinking ahead of the decision.
